fix(report): Update iterative failures in notes
Only VPP-2118 is really new.
Other "new" tickets are older issues,
either separated from similar symptoms,
or uncovered by recent CSIT suite edits.
Or reopened, when previous workarounds
did not reduce frequency enough.
- Not investigated which known iterative issues were fixed, yet.
