Subject: map: Fix TCP MSS clamping for MAP-E traffic.

Original MSS clamp patch by Vladimir Ratnikov.
Modified to apply only to TCP packets.

Type: fix
Test: Wrote new unit test to ensure MAP-E TCP MSS clamping.
