Subject: physmem: register region with IOMMU

VFIO file descriptor is extracted in a hackish way, as DPDK doesn't
provide imethod to retrieve it.

This fixes issue with DPDK drivers not working correctly when IOMMU is
enabled and external buffer memory is used.
