Update of VPP_REPO_URL and VPP_STABLE_VER files

- use vpp builds from vpp stable/1908 branch

- use new vpp ref build - ubuntu 16.04:
  19.08-rc1~b5

- use new vpp ref build - ubuntu 18.04:
  19.08-rc1

- use new vpp ref build - centos7:
