- In setup_vpp_dpdk_dev_env.sh if the required
vpp-ext-deps package version is available in
/root/Downloads, then install the local package
instead of downloading and installing it from
packagecloud.io.

- The version of apt-cache on debian-10 does not produce
the same output as the versions in Ubuntu distros.
Refactor extraction of vpp-ext-deps package name from
apt-cache output.

- Remove docker/vpp Dockerfile definitions and
colateral files for image now being build by
https://gerrit.fd.io/r/c/ci-management/+/28022
- Remove opensuse support which has been elided
from the vpp build in
https://gerrit.fd.io/r/c/vpp/+/28999
- Remove unused scripts.
- Output script name marker for all jjb scripts
following LFIT practices.
- Remove old/unused output from scripts.
- Add logic to use vpp-ext-deps download cache
in the executor images to speed up build jobs.
- Add copyright notifcations to modified files
without an existing copyright.
- Make all vpp/docs jobs use '-{stream}-{os}-{executor}'
suffix in their names.
- Consolidate executor logging into
setup_executor_env.sh and call it first for all jobs.

ubuntu 1804 a bit more strict about using untrusted repos
causing script failure. So just make the nexus repo
trusted across the board.

Rework to identify OS:
Same approach followed by Makefiles and building scripts in the VPP
repository. It is much cleaner and easier to simply use the environment
variables in /etc/os-release
openSUSE support:
Some of the code added to the scripts can be removed once a separate
patch from Vanessa is merged. The purpose here is to save the changes
made since they will be lost otherwise.

Solve DPDK dependency in vpp-csit-verify* jobs, so that every time
vpp-csit-verify* is triggered the latest DPDK is build and used. This
patch will allows us to verify latest DPDK changes and be able to link
dpdk-plugin dependencies. It suppose the remove the dependency of
upgrading DPDK_DEV manually in CSIT branch.

This patch switches to installing the vpp-dpkg-dev whenever
possible rather than building it. This means no duplicative
pushing of vpp-dpkg-dev, which should fix the merge jobs.
It also should mean faster vpp builds since we generally
won't need to build DPDK either.
