changelog: fixes for armhf builds
There are still build issue son arm with meson like:
Checking for size of "void *": 4
Message: ['-march=armv7a']
config/arm/meson.build:160:7: ERROR: Could not get define '__ARM_NEON'
So we might disable it if we continue to fail.
But this is a step in the right direction IMHO.
