HONEYCOMB-310: translation layer for acl plugin
Not covered by this patch (moved to subsequent commits):
- postman collection
- distinguish ingress/egress ACLs while reading assigned acls
- proper support for acl tag
- unit tests improvements
- read for acls (not necessarily assigned)
- initializers
