HC Test: ACL updates
- update low level ACL based on yang model changes
- remove ietf-ACL test suite and test data and keywords
- add ACL-plugin test suite, test data and keywords
The ietf model of ACLs is no longer supported in Honeycomb. It has
been replaced by the ACL plugin.
