Interface VxLAN test

JIRA: CSIT-45

- add test: Honeycomb modifies interface configuration - VxLAN
- add keywords used in these tests to set and verify configuration
- add method and vat template for dumping an interface's configured VxLAN
- fixed requirements.txt
