CSIT-60: Create l2-vlan-dot1ad libraries for perf testing

- create topology with VLAN dot1ad sub-interfaces inter-connected using
  L2 cross connect in 3-node topology
- create keywords to be used in test cases
- create l2-vlan-dot1ad test cases (64B, 1514B, 9000B)
