Motivation: Make the constants available also for Robot.
Restraint: Robotframework user guide says:
Because variable files are always imported using a file system path,
creating them as classes has some restrictions:
Python classes must have the same name as the module they are located.

- R0401(cyclic-import)
And there are multiple blocks of similar lines,
mainly across various Setup*Test.py files:
- R0801(duplicate-code)

Debug the NSH SFC functional test.
Change the test cases and not use the tcpdump.
Delete the unused code.
Change the directory structure.

3. SFC SFF test with 152/256/512/1024/1280/1518 Bytes VxLAN-GPE + NSH packet
Separate the functional test bootstrap file to another code review.
