ip: functional interface to ip fragmentation
This provides a functional interface to IP fragmentation. Allowing external features to fragment. Supports arbitrary encap size, for e.g. MPLS or inner fragmentation of tunnels. This also removed dual loop in MAP that was fundamentally broken.
