build: fix build error after make wipe
ninja: error: '/home/vpp/src/vpp-api/vapi/fake.api.json', needed by 'CMakeFiles/vpp-api/vapi/fake.api.vapi.h', missing and no known rule to make it Recent fake.api.json has been moved from test/ to src/, update make wipe to reflect the movement.
