dpdk: use common interface placement infra
This pathch deprecates "show dpdk placement" and "set dpdk placement" CLI commands. Change-Id: I4e052ec3e8b8e6c54b4816e1e689e5b7a24892db Signed-off-by: Damjan Marion <damarion@cisco.com>
