VPPAPIGEN: use SOURCE_DATE_EPOCH for datestring
bwiedemann@suse.com pointed me that:
For reproducible builds datestring should be generated using
SOURCE_DATE_EPOCH which distributions set centrally, and have build
tools that consume it to produce reproducible output.
