vlib: leave SIGCONT signal with its default handler
Systemd always sends SIGCONT after KillSignal, to ensure that even suspended tasks can be terminated cleanly. However, the default action of SIGCONT handler in VPP such as unix_signal_handler() is process termination with coredump, what is not really desired.
