VPP-659 TCP improvements
- builtin test echo server
- fix SYN-ACK retransmit canceling
- avoid sending spurious ACK if in LAST_ACK
- improved client dummy test app
- renamed tx fifo dequeuing and sending functions to avoid confusion
- improved RST handling
