quic: Add back stream connect condition
Type: fix This is needed for VCL patch in the case the Qsession handle we connect to is 0. A better way to do this would be to add a u16 header to the transport_opts, as session_handles are : <u16 unused><u16 thread_id><u32 session_index> But this requires modifying all clients.
