tools: FEATURE.yaml meta-data infrastructure
Add tooling for feature metadata configuration files.
The main tool is in src/scripts/fts.py
make checkfeaturelist to validate against schema.
make featurelist to dump all feature lists to stdout.
Example feature definition:
