VCL: config api prefix using env var.
- Configure vpp api prefix using VCL_API_PREFIX
environment variable.
- Prepend api prefix to vpp api filename when
connecting to vpp.
- Fix stale vcl_cfg ptr after heap allocation.
- Cleanup misleading warning messages wrt.
reading the vcl config file.
