tests: add running_gcov_tests to framework.py
Mark a few code coverage tests appropriately: @unittest.skipUnless(running_gcov_tests, "part of code coverage tests") def test_my_coverage_unittest(self): <etc> Almost exactly like "make EXTENDED_TESTS=yes test".
