Make sure there's at least 3% space in the tx fifo before notifying vcl
of a tx event. The threshold is somewhat arbibrary but for a 4M fifo, it
now means that ~120kB of space should be available.
Should help minimize the amount of tx notifications generated by
session layer when apps are faster.

Rename unused SESSION_IO_EVT_BUILTIN_TX to SESSION_IO_EVT_TX_MAIN and
leverage it for non-connected udp tx.
Non-connected udp sessions are listeners and are therefore allocated on
main thread. Consequently, whenever session queue node is not polling
main, tx events generated by external applications might be missed or
processed with some delay. To solve this, request that apps use
SESSION_IO_EVT_TX_MAIN tx events as opposed to SESSION_IO_EVT_TX and
send that to first worker as opposed to main.

Sometimes VPP rejects application connection requests
due to various reasons. Some errors application can
retry to get a successful connection.
In a non-blocking session, VCL sends EPOLLHUP.
An application can call a new API
vppcom_session_get_error to find the details and retry
depending on the error.

This commit does following:
- Change the behavior of shutdown() with SHUT_RDWR flag.
- Check SHUT_RD flag when read()
- Change the errno when write() after SHUT_WR
- Remove unused code
All the above modification passed the packetdrill test.

The following timing may happen:
1. vpp accept new connection, send ACCEPTED to vcl, but vcl has
not handle it
2. vcl unbind the listener, go into DISCONNECT state
3. vcl handle the ACCEPTED event

Basic dtls transport protocol implementation that relies on openssl
wire protocol implementation. Retries/timeouts not yet supported.
To test using vcl test apps, first ensure all arp entries are properly
resolved and subsequently:
server: vcl_server -p dtls 1234
client: vcl_client -p dtls <server-ip> 1234 -U -N 2000000 -T 1460 -X

Unhandled control events, i.e., events delivered outside of epoll/select
loops, that need to be propagated to apps should be postponed such that
epoll and select can later deliver them.

To enable add "app-socket-api /path/to/socket" to vcl.conf. On vpp side, add
use-app-socket-api to session stanza in startup.conf
VPP allocates a socket per application namespace which it places in the
app_ns_sockets subfolder of the run folder (default /var/run/vpp). The
socket used implicitly selects the app namespace for the vcl app.
