Musl is stricter than glibc and has a warning that including fctnl.h and
poll.h should be prefered rather than their sys/ counterparts, which
breaks -Wall setups.

When checking for CLIB_SANITIZE_ADDR to enable specific behavior for
AddressSanitizer, we must have vppinfra/clib.h included as it is defined
there.

For portabiliy reasons it is better to have all wrapped in clib code.
I.e. instead of using getcpu() we have clib_get_current_numa_node () and
clib_get_current_cpu_id().

Enable 'max-size' configuration parameter to set maximum size of
memory space allocated for pmalloc module. This parameter along
with existing 'base-addr' falls into physmem section. Both are
dedicated parameters to pmalloc module.

The VPP code tries to set all userspace memory in the table via IOCTL
to VHOST_SET_MEM_TABLE. But on aarch64, the userspace address range is
larger (48 bits) than that on x86 (47 bits). Below is an segment from
/proc/[vpp]/maps.

Instead of setting all userspace memory space to vhost-net, will only set
the address space reserved by pmalloc module during initialization.

Some x86 CPUs have IOMMU capable dealing only with 39-bit address space
This patch also adds option to specify physmem base address from
startup.conf
