Keep trying even if the interface in question is not "admin-up,
link-up." In real life, it's normal for link autonegotiation to take a
good fraction of a second. The driver layer takes care of packets sent
to an interface which can't transmit at the moment.
Renew address leases at the preferred renewal time, not at the
expiration time.

vlib_buffer_copy(...) returns NULL if the system is temporarily out of
buffers.
This is NOT correct. Please don't be this person:
c0 = vlib_buffer_copy (vm, p0);
ci0 = vlib_get_buffer_index (vm, c0);

Freeing the prefix and address vectors after signalling them from
dhcpv6_client_node_fn to either the pd or iana report processes is
absolutely wrong. The code has appeared to work by luck.
This took three full days' worth of expert effort to root cause - in
the context of an unrelated patch - and about one minute to fix.
