IP4 does not depend on TCP (it's the other way around).
This upside down dependency leads to some nasty circular includes when trying to use ip46_address.h in interface.h

Type: feature
The added functionality is to support copying TTL and flow label from
inner to outer. The .api was extened to support expressing this and also
adding a common tunnel endpoint type. i find it best to make API changes
in one patch so there are less versions of the API.

A device/router needs to have a unique ID which is included in the flow
has so that flows are not polarised through the network, i.e. each deice
in the network chooses the same nth link for the same flow.

Remove NAT's implementation of shallow virtual reassembly with
corresponding CLIs, APIs & tests. Replace with standalone shallow
virtual reassembly provided by ipX-sv-reass* nodes.

Type: feature
- ip-neighbour: generic neighbour handling; APIs, DBs, event handling,
aging
- arp: ARP protocol implementation
- ip6-nd; IPv6 neighbor discovery implementation; separate ND,
MLD, RA
- ip6-link; manage link-local addresses
- l2-arp-term; events separated from IP neighbours, since they are not
the same.
vnet retains just enough education to perform ND/ARP packet
construction.
arp and ip6-nd to be moved to plugins soon.

Two codes diverged in the packet processor
And sorry I could not use them both
Long I stood being but one developer
And studied one as far as I could
To where the code said bitwise OR
Then took the other, as just could see,
And having perhaps the better bit,
Because it followed the RFC
And used the cryptic XOR in C,
Had run them both a fair bit.
And both equally ran that morning
With packets dropped and flowing.
Oh, I flagged the first for dropping!
Yet knowing bug leads to debuging
I hoped I'd never be returning.
I shall be commiting this with a sigh
Somewhere ages and ages hence:
Two codes diverged by a bit, and I,
I made the packets flow on by,
And that has made all the difference.

- support both pipe and uniform modes for all MPLS LSP
- all API programming for output-labels requires that the mode (and associated data) is specificed
- API changes in MPLS, BIER and IP are involved
- new DPO [sub] types for MPLS labels to handle the two modes.

- IPv6 link local table is a per-SW interface array of IPv6 unicast FIBs
- the per-interface ocst is sizeof(fib_table_t) which is small,
w.r.t. the cost of an interface
- FE80::/10 in the 'global' table points to a DPO that performs a lookup in the
input interface's LL fib.

Multiple DHCP (4 and/or 6) servers can be added and removed through multiple calls to the 'set dhcp server' API.
All 4/6/ discover/solicit messages will then be replicated to all servers in the list. The expectation is that the servers/system is configured in such a way that this is viable.
If VSS information is providied for the clinet VRF which also has multiple servers configured, then the same VSS information is sent to each server. Likewise the source address of packets sent to from VPP to each server is the same.
