The punt socket code rewinds the current_data pointer by sizeof (ethernet_header_t),
which is incorrect if the header is tagged - resulting in truncated destination MAC
address. Use ethernet_buffer_header_size() instead, which takes tags into account.
Also add the unittest that verifies the issue and the fix.

trajectory trace has been broken for a while because we used to save the
buffer trajectory in a vector pointed to in opaque2. This does not work
well when opaque2 is copied (eg. because of a clone) as 2 buffers end up
sharing the same vector.
This dedicates a full cacheline in the buffer metadata instead when
trajectory is compiled in. No dynamic allocation, no sharing, no tears.

When using classifier to filter traces, not all packets will be traced.
In that case, we should only count traced packets.

If vlib_buffer_clone (...) fails due to a buffer allocation error, update
*n_dispatched with the actual number of clones, not the requested
number of clones.
Punt_replicate(...) should not set *to_next[0] = bi0. The original
buffer is enqueued separately in punt_dispatch_node(...)

Removed sctp buffer metadata from vnet/buffer.h, added it to the
plugin. Add registration APIs for plugin-based vlib_buffer_opaque /
opaque2 decoders, used by "pcap dispatch trace ..." for display in the
wireshark dissector.

- add to the Punt API to allow different descriptions of the desired packets: UDP or exceptions
- move the punt nodes into punt_node.c
- improve tests (test that the correct packets are punted to the registered socket)
