Half-open tls sessions are now tracked by the app worker and are cleaned
up only when tcp cleans up its half-open session, i.e., independent of
when the established tls context is allocated.

Use half-open sessions to track virtual circuit connection
establishment. These sesssions can only be allocated and freed by the
thread that allocates half-open connections (main). Consequently, they
can only be freed on half-open cleanup notifications from transports.
Goal is to simplify state tracking within the session layer but it's
also a first step towards allowing builtin apps to track and cleanup
outstanding connects.

Experimental support for session layer interrupt mode. When enabled
(use-private-rx-mqs must be set) session queue node switches to
interrupt state when lightly loaded, i.e., no events and less than 1
vector/dispatch.
Because transport protocols require a periodic time update, when in
interrupt state the session queue node workers register a timerfd with
the unix-epoll-input node that when triggered signals, i.e., wakes up,
the queue node. Under light load, the timer is set to trigger every 1ms
whereas if no session is allocated, the worker moves to idle state and
the timeout is set to 100ms.

Add option to use per app private segments for app to vpp message
queues, as opposed to exposing internal message queues segment.
When so configured, internal message queues are still polled by the
session queue node but external app message queues are handled by a new
input node (appsl-rx-mqs-input) that runs in interrupt state. Signaling
of the node, when mqs receive new messages, is done through eventfds
epolled by worker epoll input nodes.

Type: refactor
Switch from a wrapped byte space to a "continuous" one wherein fifo
chunks are appended to the fifo as more data is enqueued and chunks are
removed as data is dequeued.
The fifo is still subject to a maximum size, i.e., maximum number of
bytes that can be enqueued, so the max number of chunks associated to
the fifo is also constrained.
When enqueueing data, which must fit within the available free space, if
not enough "supporting" chunk memory is available, the fifo asks the
fifo segment for enough chunk memory to ensure that the write can
succeed. To avoid allocating large amounts of small chunks due to small
writes, if possible, the size of the chunks requested is lower capped by
min_alloc.
When dequeuing data, all the chunks that have been completely drained,
i.e., head moved beyond the chunks’ end bytes, are unlinked from the
fifo and returned to the fifo segment. The one exception to this is the
last chunk which is never unlinked.

Type: feature
Allow session cli filtering based on thread index, transport protocol,
session state and range of session pool indices. For instance
show session thread 1 proto tcp state ready range 0 20 verbose
Shows the session ids for the first 20 tcp sessions in thread 1 that are
in ready state.
To avoid excessive output that could reasult in the worker barrier being
held by the main thread for long periods of time, the session cli will
only output:
- session ids (verbose == 1) for a maximum of 50 sessions / worker
- verbose > 1 details for a maximum of 10 sessions

Type:refactor
Moves connect, disconnect, bind, unbind and app detach to message
queue from binary api. Simplifies app/vcl interaction with the session
layer since all session control messages are now handled over the mq.
Add/del segment messages require internal C api changes which affect all
builtin applications. They'll be moved in a different patch and might
not be back portable to 19.08.
