- Add additional counters per heap:
STAT_MEM_TOTAL
STAT_MEM_USED,
STAT_MEM_FREE,
STAT_MEM_USED_MMAP,

The per-heap counters are organised as a two dimensional vector.

VAT2: A completely auto-generated replacement of VAT.
Reads input message in JSON from stdin and outputs received messages in JSON.
A VAT2 plugin is automatically built for a .api file.
There no longer a need for a separate _test.c.

This makes libc use vpp main heap instead of the default libc heap.
This gives better visibility (accounting, tracing) on allocations
happening in external libraries called from vpp (eg. OpenSSL).

Split vat/api_format.c also for VNET features.
Use auto-generated VAT test code and support dynamic message ID allocation as for plugins.
The arp and geneve features as Guinea pigs.

Adds the higher-level vapi generation to cmake/api.cmake and exposes
the necessary python scripts in vpp-dev, so that out-of-tree/downstream
plugins can also leverage the more convenient API.

Otherwise, <api-name>.api_enum.h and <api-name>.api_types.h files are
unavailable. If plugin B needs to send an API message to plugin A,
it's out of luck.

Performant stat segment scraping involves caching the results of
stat_segment_ls (...) and directly fishing counter data from the
shared-memory segment.
To do that, we need to publish several things previously hidden,
declared in stat_client.c:
o stat_client_main_t typedef
o stat_segment_access_t typedef
o stat_segment_access_start inline function
o stat_segment_access_end inline function

Split the stat_segment.c code from stats.c.
Rename stats.[ch] to prepare for removing (19.01?)
In addition stats.api can be removed.
Since the stats aggregation for the stat segment does not use the API, that
part is now done on the main thread. (Old stats aggregator is also left in place).
