if you plan to put a hash into shared memory, the key sum and key
equal functions MUST be set to constants such as KEY_FUNC_STRING,
KEY_FUNC_MEM, etc. -lvppinfra is PIC, which means that the process
which set up the hash won't have the same idea where the key sum and
key compare functions live in other processes.

On deleting sub-interfaces, functions vnet_delete_sub_interface()
and vnet_delete_hw_interface() are not cleaning up sub-interface
related hash tables and memory properly.

Move the functions hash_set_key_copy() and hash_unset_key_free()
which are dupilicated in various tunnel support code modules to
hash.h as hash_set_mem_alloc() and hash_unset_mem_free() to be
used by all.
