Don't truncate with vec_set_len bytes before they can be used. When
built with ASAN, it these bytes are poisoned and trigger SIGSEGV when
read.

Use of _vec_len() to set vector length breaks address sanitizer.
Users should use vec_set_len(), vec_inc_len(), vec_dec_len () instead.

When using cached bytes:
- do not overflow
- do not return the same bytes twice

GCC-10 increase overflows-related warnings but failed to infer that
b->n_cached_bytes is always < sizeof(uword).
