[Netlink] Fix testrtnl_plugin dependency on librtnl.
Link against the libtool file, not the library itself. Without
this change, the following error is produced when building the
plugin.
/usr/bin/ld: cannot find -lrtnl
collect2: error: ld returned 1 exit status
Makefile:465: recipe for target 'testrtnl_plugin.la' failed
