tests: remove decorator tag_fixme_ubuntu2204

Type: test

There is no need to use the tag_fixme_ubuntu2204 decorator.
All tests that previously used it are now stable. The neighbor test
has been moved to the extended suite because it is not related to the
type of operating system.
